workflows/cmake: add Intel macOS and ARM64 Linux to Build matrix

The Build workflow was missing two architecture/OS combinations
that the Publish wheel matrix already covers:

- `macos-13` - the last hosted runner with an Intel CPU; produces
  x86_64 macOS binaries and wheels.
- `ubuntu-24.04-arm` - GitHub-hosted ARM64 Linux; produces
  aarch64 Linux binaries and wheels.

The matrix is now symmetric with the Publish wheel matrix, six
runner flavours covering every supported platform/arch pair:

  macos-13          - macOS x86_64
  macos-latest      - macOS arm64
  ubuntu-24.04-arm  - Linux aarch64
  ubuntu-latest     - Linux x86_64
  windows-11-arm    - Windows ARM64
  windows-latest    - Windows AMD64

Twelve cells total (six OSes x two build types). Each Release
cell still gates its draft-release upload on `github.ref_type ==
'tag'`.
