workflows/publish: build native Windows ARM64 wheels

The Windows wheel matrix entry was a single cell that
cross-compiled both AMD64 and ARM64 from `windows-latest`.
Cross-built ARM64 binaries can't be tested on the AMD64 host
(cibuildwheel skips its post-build test step for them), and
some MSVC ARM64 codegen quirks only surface when you build on
the actual ARM64 toolchain.

Split into two cells: `windows-latest` keeps AMD64, and
`windows-11-arm` builds ARM64 natively. cibuildwheel 2.21+
recognises `windows-11-arm` as a native ARM64 runner and
builds without cross-compilation flags. The resulting wheels
are tagged `cp3xx-cp3xx-win_arm64` per PyPI conventions.
