feat(web): add empty state for unavailable software selection

Improves the empty state shown when proposal.patterns is empty. The
component now checks both product issues and available patterns to
display contextual messages:

  - Missing registration: shows issue description and registration link
  - Missing product: shows issue description, network hint, and network link
  - Zero patterns available: informs that software can be added after
    installation completes
  - Selection unavailable: shows generic error when patterns exist but
    selection couldn't be loaded
