tarantool: automate JSON Schema sync from upstream

Add internal/tools/schemasync CLI and a daily GitHub Actions workflow
that fetches new Tarantool JSON Schemas, validates them, and opens a
PR. Schemas land in tarantool/schemas/ without manual fetch/gzip/commit.
