refactor: extract bb_mdns lifecycle state machine + add host tests (#143)

- new components/bb_mdns/bb_mdns_lifecycle.{c,h} (pure C, adapter-driven)
- bb_mdns.c entry points (start/stop/announce) delegate to lifecycle module
- preserves PR #77 bye-on-shutdown order via adapter call sequence
- adapter contract: caller populates all fn pointers (no per-call NULL guards)
- 11 host tests cover start/stop/restart, announce-while-stopped flush,
  init-failure keeps state unstarted, invalid-arg paths, mark_dirty

Closes B1-67.
