refactor: extract wifi reconnect policy into pure-C + add host tests (#142)

- new components/bb_wifi/wifi_reconn_policy.{c,h} (pure C, no esp_*)
- wifi_reconn.c becomes thin task wrapper that dispatches policy actions
- 9 host tests cover tier backoff, 5-min escape hatch, retry reset, histogram
