fix(bb_wifi): fire on_got_ip callback immediately on late registration (#128)

Late callers of bb_wifi_register_on_got_ip miss the IP-acquired edge if
STA already associated before they registered. Now fires the callback
immediately when s_has_ip is already true.

Surfaces in the bb_mdns Phase 2.4 migration: bb_mdns_init runs from
bb_registry_init which fires after bb_http_server_start, by which point
got_ip has already happened on a fast-associate. Without this fix the
mdns service never starts.
