feat: /api/diag/asic endpoint for recent drop log (TA-282, TA-287) (#244)

- add diag_asic_handler in routes.c: reads asic_task_get_drop_log()
  under #ifdef ASIC_CHIP; on tdongle returns {recent_drops:[]} (no 404)
- serialise each asic_drop_event_t as {ts_ago_s, chip, kind, domain,
  addr, ghs, delta, elapsed_s}; kind emitted as string enum
- add s_diag_asic_responses[] schema descriptor and s_diag_asic_route
  (GET /api/diag/asic, tag diag, op getDiagAsic)
- register route in taipan_web_register_mining_routes() after s_pool_route
- api.ts: strip TA-282/TA-287 TODO comment from RecentDrop; add
  DiagAsic interface and fetchDiagAsic()
- Diagnostics.svelte: replace const stub with let recentDrops, fetch
  on mount + 10s setInterval, clear interval on destroy, tolerant to errors
