utils: accept mapping in log_oauth2_error

Widen the data parameter from dict[str, Any] to Mapping[str, Any] so the
read-only contract is documented in the type signature and callers can
pass any mapping (including immutable views). Expand the docstring to
NumPy style with a Parameters section.
