wasp-agent: handle comma-separated autopilot annotation values (#4202)

Parse the autopilot annotation as a comma-separated list (trimming
whitespace) to align with ParseAutopilotScope semantics, so values
like "test123,swap-enable,test456" correctly suppress WASP deployment.
