ci(playwright): use 0-indexed shard ids for pytest-shard

pytest-shard requires shard_num < num_shards, so for 3 shards the
valid ids are [0, 1, 2]. The previous matrix [1, 2, 3] caused shard
3 to crash at collection (ValueError) and shard 0 never ran — meaning
~1/3 of the Playwright nodeids were silently skipped on every CI run,
even ones that reported green.
