refactor(stratum): extract reject classifier (TA-273 Phase 4, TA-244) (#236)

Extract the share-reject categorization logic from stratum.c into a pure
function stratum_machine_classify_reject(). This enables host testing of
the classifier against real pool error fixtures in both array and object
forms. The counter fields and /api/stats exposure remain unchanged.

Categories:
- code 21: job not found
- code 22: duplicate share
- code 23: low difficulty
- code 25: stale prevhash
- all others: OTHER (raw code recorded for operator investigation)

This makes the instrumentation (TA-244) now host-testable via the
classifier function. Behavior is identical to the current code.
