test: increase test 3.1 reply-flow budget from 15min to 20min

Tests 3.2 and 3.3 already use 1200000ms for the same multi-step flow
(signup + multiple logouts + postMessage + reply + cleanup). Test 3.1
has equally complex setup but a shorter 900000ms budget — inconsistent
and insufficient after 127 prior tests have warmed the renderer.
