refactor(stratum): consolidate protocol-state file-statics into stratum_state_t (#232)

Phase 1 of TA-273 stratum machine extraction. Collects 14 protocol-state
file-statics into a single stratum_state_t struct in a new public header
(components/stratum/include/stratum_machine.h). IO-shell statics (socket,
line buffer, watchdog ticks, reconnect backoff, volatile flags, callbacks)
remain in stratum.c. Behavior unchanged; designated initializer preserves
existing defaults (next_msg_id=1, extranonce2_size=4, difficulty=512.0).

Prerequisite for Phase 2 (extract pure builders) and Phase 3 (extract
response handlers).
