Refresh indices_view to use latest beman.exemplar template

- Regenerate project structure using beman.exemplar cookiecutter template
- Replace hand-written CMake install logic with beman_install_library()
- Migrate CI from inline GitHub Actions matrix to JSON-configuration-based
  reusable workflows (infra-workflows)
- Remove C++17 from CI matrix (minimum supported standard is C++20)
- Update infra/ vendored package to latest version with beman-install-library,
  build telemetry, and new toolchain files
- Update README to use exemplar structure while preserving indices_view-specific
  content (usage examples, production-ready status, P3060R2 reference)
- Add CONTRIBUTING.md, .exemplar_version tracking
- Remove legacy .devcontainer, custom cmake-build-test action, and old
  containers/beman-submodule infrastructure
