v1.24.0: Thread allele-bag filters through generate_training_table (#136) (#164)

#137 added mhc_allele_in_bag / mhc_allele_provenance filters to
generate_observations_table and generate_binding_table, but the unified
training export silently dropped them — MIL-style filters
(provenance=["exact", "sample_allele_match"]) only worked on the two
underlying functions, not on the training table that joins them.

- generate_training_table: accept mhc_allele_in_bag / mhc_allele_provenance
  and route them through shared_kwargs so both wrapped functions filter
  consistently.
- CLI: add --mhc-allele-in-bag / --mhc-allele-provenance flags to
  ``hitlist export training``; thread through _export_training.
- Test: end-to-end pass-through covering both filters across ms+binding.
- Update test_export_training_cli_helper for the two new captured kwargs.
