fix(bb_ota_pull): pre-allocate API buffer to survive heap fragmentation (#112)

- allocate API_BUF_MAX response buffer once at register time, reuse on every check
- lazy malloc in ota_pull_check failed on long-uptime bitaxe (ASIC + mDNS + log writer fragmented heap below 32 KB threshold)
- reduce OTA_CHECK_STACK 32768→12288 to free heap headroom for task creation
