cruft: update

- Bump `eslint` ^8.57.1 -> ^10.2.1 and `@eslint/js` ^8.57.1 -> ^10.0.1
  in `package.json`. Wiswa's npm version resolver had been pinning these
  to ESLint 8 because its default `node_engine: '>=20.0'` excluded the
  newer majors whose `engines.node` disjunction (`^18 || ^20 || >=21`)
  was misread as Node 21+. Removing the wiswa-side default unblocks the
  upgrade.
- Bump `cspell` ^9.8.0 -> ^10.0.0 in `package.json` for the same reason.
- Update `CITATION.cff` release date to 2026-04-27.
- Refresh `uv.lock` and `yarn.lock`.
- Add the `_wiswa` regen metadata block to `package.json`.
