cruft: update

- Bump ruff-pre-commit hook to v0.15.12 in `.pre-commit-config.yaml`.
- Add `*.min.js` to `.prettierignore`.
- Refresh `.claude/agents/release.md` and `.claude/agents/wiswa-sync.md`
  word-wrapping.
- Update `CITATION.cff` release date to 2026-04-25.
- Bump `pyproject.toml` dev floors (mypy>=1.20.1, ty>=0.0.31), pin
  ruff==0.15.11, drop docutils<0.22 and numpydoc docs deps, add `man`
  to sdist include, and refine yapfignore patterns.
- Adjust `package.json` dev deps (eslint ^8.57.1, @eslint/js ^8.57.1,
  cspell ^9.8.0).
- Drop `numpydoc` from `.vscode/dictionary.txt`.
- Refresh `uv.lock` and `yarn.lock`.
- Reformat `open_in_mpv/constants.py` and `open_in_mpv/main.py` with
  updated yapf style (trailing comma removal, import condensation).
