tests: fix flaky TestHandlerUpdateError timeout

The test used a fixed loop of 100 iterations with 100 µs sleep to
wait for connection pool state changes after switching instances to
read-only mode. On slow or loaded CI runners (especially with race
detector) this timeout was insufficient, causing the test to fail
intermittently because ConnectedNow() still returned true.

Replace the busy-wait loop with require.Eventuallyf() using the same
timeout constant (2.5 s) already used throughout the test suite.
