fix(ci): remove go mod tidy from Go test command

go mod tidy needs to download cenkalti/backoff v4.1.3's go.mod file to
verify the module graph (transitive test dep of rocketlaunchr/mysql-go).
The CI runner containers can't reach proxy.golang.org, so it times out.

go.sum is committed and up to date; go test -v -race does not need
go mod tidy — it uses -mod=readonly by default and the module cache
populated by go mod download in the Dockerfile.
