test(go): add coverage for user.IsExemptBySystemroleAndMod and namevalidation helpers

Cases covered:
- IsExemptBySystemroleAndMod: Moderator/Support/Admin systemroles → exempt;
  User/empty/unknown roles depend on isGroupMod flag
- normalise: lowercasing, diacritic stripping, leet-speak de-coding,
  non-alphanumeric removal, empty input
- tokenise: space/hyphen splitting, lowercasing, leet decoding, diacritic removal
- fuzzyHitTierA: exact-only brand words (freegle, freecycle, freshare),
  fuzzy brand words (trashnothing, ilovefreegle), non-matching words
- abs/minInt: positive, negative, zero, multi-argument min
