fix(ci): add retry logic to npm ci in Vitest step to handle GitHub CDN 502 errors

The Vitest step's npm ci lacked retry logic unlike the docker build step.
GitHub archive URLs (like cordova-plugin-calendar's GitHub tarball) can
intermittently return 502 errors from codeload.github.com, failing npm ci.
Adds a 3-attempt retry with 30s delay, matching the pattern already used
for docker-compose builds. Orb bumped to 1.1.211.
