cruft: update

Refresh Wiswa-managed project files:

- Pre-commit: bump ruff-pre-commit to v0.15.12.
- Packaging: pin ruff to 0.15.11, bump mypy>=1.20.1 and ty>=0.0.31; drop
  unused docs deps `docutils<0.22` and `numpydoc>=1.10.0`; tighten
  `[tool.yapfignore]` patterns and add `.wiswa-ci`.
- package.json: bump prettier to ^3.8.3 and pyright to ^1.1.409;
  realign cspell to ^9.8.0.
- Prettier: ignore `*.min.js`.
- `.claude`: prose rewrap in `agents/release.md` and `agents/wiswa-sync.md`.
- Dictionary: drop `numpydoc` (no longer referenced).
- `CITATION.cff`: bump `date-released` to 2026-04-25.
- Refresh `uv.lock` and `yarn.lock`.
- `tests/test_plugin.py`: reformatted by yapf under the updated config.
