cruft: update

Refresh Wiswa-managed project files:

- Yarn: upgrade from 4.13.0 to 4.14.1 (releases bundle, `.yarnrc.yml`,
  `packageManager` in `package.json`).
- Workflows: bump `astral-sh/setup-uv` to v8.1.0, `actions/cache` to
  v5.0.5, and `github/codeql-action` to v4.35.2. Harden `publish` and
  `release` workflow gates (treat missing runs as optional, handle more
  conclusion values, add cleanup of non-publishing `Release` runs).
- Pre-commit: bump uv-pre-commit to 0.11.7, ruff-pre-commit to
  v0.15.11, cspell-cli to v10.0.0; invoke prettier via `yarn exec`.
- Packaging: bump dev/test deps (commitizen 4.13.10, ruff 0.15.10,
  pytest 9.0.3); refresh `uv.lock` and `yarn.lock`; bump cspell to
  ^10.0.0 and prettier to ^3.8.2; add `ty` script to `package.json`.
- `.claude`: extend `click-auditor` scope to `cz_path/main.py`, expand
  `release` agent with GitHub release-notes workflow, and refresh
  `settings.local.json.dist` (env cache dirs, broader gh/git/uv/yarn
  allowlist, pypi/readthedocs fetch domains).
- Ignore lists: add dotfile and editor paths to `.gitignore` and
  `.prettierignore`.
- Dictionary: add `esac`, `pythonhosted`, `ripgreprc`, `tostring`.
- `CITATION.cff`: bump `date-released` to 2026-04-18.
