cruft: update

Refresh Wiswa-managed files:

- Bump pre-commit ruff hook to v0.15.12.
- Add `*.min.js` to `.prettierignore`.
- Bump dev dependencies (cspell, prettier, prettier-plugin-toml, pyright)
  in `package.json`.
- Bump runtime dependencies (aiosmtplib, anyio, niquests) and dev
  dependencies (mypy, ruff pinned to 0.15.11, ty) in `pyproject.toml`.
- Drop unused `docutils` and `numpydoc` docs dependencies and remove
  `numpydoc` from the dictionary.
- Include `man` in the sdist build target and tighten yapfignore patterns.
- Reflow long lines in the release and wiswa-sync agent instructions.
- Bump citation release date to 2026-04-25.
- Re-sort `poplib` in the dictionary.
- Refresh `uv.lock` and `yarn.lock`.
