Fix CI: cargo fmt and SIMD-matrix python feature gate

The lint job was failing on `cargo fmt --all --check` due to two
unformatted edits in the web crate; this rolls them through fmt.

Separately, the `linux-py3.12-simd` matrix entry has been silently
broken since the SIMD-opt-in flip (de10859): with `default = []` the
crate's `python` feature is not on by default, so passing only
`--features simd` to maturin leaves PyO3 disabled, after which maturin
falls back to cffi bindings and dies trying to install cffi into the
uv venv. Add `python` to the explicit feature list so the wheel build
round-trips.
