Allow workflow_dispatch to deploy Pages from any branch

Adds an escape hatch for testing the Pages plumbing (env permissions,
combined-site layout, Trunk relative-URL behavior at /app/) from a
feature branch before merging to main and cutting a release. Auto
deploys on main / tag pushes are unchanged.
