chore(check): suppress cppcheck unusedFunction (cross-TU false positives) (#203)

cppcheck scans single-translation-unit, so it flags pure-logic helpers
(extracted via the TA-234 pattern) as unused when they're called from
a sibling .c file. partition_fixup_decide is the current offender;
asic_drop_log_*, asic_chip_routing_index etc. are structurally vulnerable
to the same false positive.

Suppress unusedFunction project-wide via check_flags. Other defect
classes still active.
