- Bump ruff-pre-commit hook v0.15.11 → v0.15.12
- Bump dev deps: mypy >=1.20.1, ruff ==0.15.11, ty >=0.0.31; pin
  pytest-asyncio >=1.3.0 and niquests-mock >=0.3.1
- Add niquests-cache >=0.0.3 to runtime dependencies; drop docutils,
  numpydoc, and tomlkit from docs group
- Set asyncio_mode = "strict" for pytest
- Include man pages in sdist (hatch sdist include)
- Move uv.exclude-newer-package to its own table
- Update yapfignore patterns; add *.min.js to .prettierignore
