project: switch to niquests and async I/O

Replace requests with niquests and niquests-cache for HTTP with
conditional revalidation (ETag/Last-Modified). Convert all file and
network I/O to async using asyncio and anyio.Path. Add path_type=Path
to all Click path options, fix docstrings, and bring test coverage to
100%.
