collectors: surface YAML parse errors in Storage

Storage.Collectors silently ignores parse errors, matching none of the other
collectors and making partial loads undiagnosable. Parse failures now return
an error wrapping ErrFormatParse that identifies the offending storage key.
Ignoring errors is still possible.
