tarantool: embed offline JSON Schemas

Replace the runtime fetch of the unversioned schema from
download.tarantool.org with an embedded, versioned, gzip-compressed
registry. Default validation is now offline and deterministic.

- tarantool/schemas/<version>/config.schema.json.gz for Tarantool 3.3.0
  through 3.7.0.
- A global ts registry on package tarantool.
- Builder.WithSchemaVersion(version) picks an entry from the registry.
- Update golangci-lint to version v2.11.4, also fix linter errors.
