git: report remaining repos and PR counts before sleep retry

Replace the bare RuntimeError raised by merge_dependabot_pull_requests
with a DependabotMergeError carrying a ``remaining`` mapping of
repository full name to the number of unmerged Dependabot pull
requests. The merge-dependabot-prs command now lists each remaining
repository and its pull request count before sleeping between retry
attempts, so it is obvious which work is still pending.
