test(ota_validator): extract state machine for host testing (TA-234) (#187)

first concrete target of the TA-234 seam-for-testability effort. the
validator's mark-valid state machine (share accepted → mark valid,
else 15min timer → mark valid) was tangled with esp_timer and
bb_ota_mark_valid. extract the pure state into ota_validator_state.{h,c}:

- no esp-idf includes; compiles under the native test env
- thin adapter in ota_validator.c dispatches returned actions to
  esp_timer + bb_ota_mark_valid; behavior unchanged on device
- 11 unit tests in test/test_host/test_ota_validator.c cover every
  transition: fresh init, pre-pending early-returns, timer arming
  idempotence, share-accepted with/without armed timer, timer-fired,
  full happy path, full timeout path
