chore: bump breadboard to v0.12.1 + per-board OTA task core (#183)

breadboard v0.12.1 contents:
- bb_wifi: non-blocking get_info/get_rssi via cached snapshot (TA-56)
- bb_ota_pull: configurable task core + ESP_PM_CPU_FREQ_MAX lock
  around OTA operations (TA-226 — tdongle dvfs race during flash writes)

taipanminer changes:
- src/main.c: call bb_ota_pull_set_task_core() per board. bitaxe stays
  on Core 1 (frees Core 0 for httpd/stratum during OTA, Core 1 mining
  is quiesced by TA-216). tdongle uses tskNO_AFFINITY so the scheduler
  picks — avoids the esp-idf dvfs race where Core 1 idle task crashes
  in esp_cpu_unstall while flash-write stalls the other core.
- scripts/fetch_breadboard.py: v0.12.0 → v0.12.1.

also bundles TM-side PR #182 (already merged): asic_task coalesces
chip quiesce/resume across back-to-back pauses; mining_pause ACK
timeout bumped to 15s to cover worst-case freq-ramp window.
