fix(dependencies): update package versions and enhance service decoration

Update package references and improve the service decoration logic in the IoC container.
- Bump Microsoft.Extensions.Logging.Console from 10.0.6 to 10.0.7.
- Refactor ServiceCollectionDecoratorExtensions to support keyed services.
- Add tests for decorating services with keyed factory and keyed type.
- Update Serilog.AspNetCore from 9.0.0 to 10.0.0 in TestApp project.
