fix(batch): report PHP fatal errors (incl. OOM) to Sentry on shutdown

PHP fatal errors bypass try/catch so the existing Throwable handler in
ProcessBackgroundTasksCommand never fires.  Registers a shutdown function
with a 2 MB memory reserve that detects fatal error types via
error_get_last() and reports them to Sentry + Log::critical.
