v1.2.0: bump hitlist pin to >=1.15.1 + --lengths pushdown with class-derived defaults (#30)

- Bumps hitlist pin from >=1.14.2 to >=1.15.1, unlocking length_min/length_max on load_observations / load_binding / load_all_evidence (hitlist#118) plus the normalize_allele-at-ingest fix (hitlist#121).
- cli_hits.py: --lengths now defaults to None and resolves via _resolve_lengths(args). Explicit --lengths always wins; otherwise --mhc-class seeds class I -> 8-15 and class II -> 12-45. With neither set, the cached path skips length bounds entirely so nothing is silently dropped.
- Exact-set post-filter on the cached path preserves enumeration parity for non-contiguous --lengths (e.g. 9,11).
- Tests: added bounds-pushdown, no-class-skip, class-I-derives-8-15, class-II-derives-12-45, explicit-overrides-class-default, and non-contiguous-exact-set coverage in test_cli_hits.py.
