fix(tests): use real group/user IDs in PostcodeRemapServiceTest locations_excluded inserts

Migration 2025_12_10_094532_add_foreign_keys_to_locations_excluded_table
enforces FKs from locations_excluded.groupid -> groups.id and .userid -> users.id,
so the two polygon-scoped remap regression tests were failing with:

  SQLSTATE[23000]: Integrity constraint violation: 1452 Cannot add or update
  a child row: a foreign key constraint fails ... (`groupid`) REFERENCES `groups`

PostcodeRemapService only reads locations_excluded for membership (no
dependency on which group/user did the exclusion), so the fix is simply to
seed a real group+user via the existing createTestGroup()/createTestUser()
helpers instead of hard-coding id=1.
