test(bolt,cypher,multidb): harden transaction regressions and make rate-limit tests deterministic

Tighten the Bolt/Cypher transaction regression coverage and remove
wall-clock nondeterminism from multidb rate limiter tests.

Changes:
- make Bolt dbmanager integration cleanup close the server and wait for
  serve() to return so harness failures are surfaced reliably
- add an explicit-transaction UNWIND/MATCH/MERGE regression that proves
  transaction wrapper reuse preserves namespaced metadata
- inject a clock into multidb rateLimiter for deterministic testing
- replace sleep/realtime rate-limit tests with a manual clock so
  concurrent assertions are stable
