dart-test.yml: pin test-ios to macos-14 instead of flutter version

Yesterday's "pin flutter to 3.35.5" experiment dead-ended: that
Flutter ships Dart 3.5.x, incompatible with the test_app's
sdk: ^3.11.1 (which tracks the latest stable Flutter). Revert to
`channel: stable`.

Different angle: the attach-hang flake correlates with the recent
macos-latest image bump (Xcode 16.4 / iOS 18.5 simulator). Pin
test-ios to macos-14 (Xcode 15.4 / iOS 17.5 sim) which has been
historically stable. host + Android legs are unaffected — host
stays on macos-latest, Android on ubuntu-latest.

If this doesn't fix it, next probe is the sim architecture (macos-14
runs on both intel and arm depending on the pool) — the attach
code paths differ. Worst case we skip test-ios in CI and run it
locally pre-release.
