dart-test.yml: pin Flutter to 3.35.5 for iOS sim test leg

test-ios has been failing on both watchdog attempts for the last 5+
runs, same signature each time: ~8 min of silence between
"Waiting for VM Service port to be available" and Flutter bailing
with "0 tests passed" exit 1. Full log inspection shows the Runner
app builds and installs fine; the VM Service discovery after app
launch is where the stall lives.

Flutter 3.41.x moved the iOS simulator VM Service attach heavily
onto mDNS-based discovery, which is known-unreliable on GHA
macos-latest runners. Pinning this leg to 3.35.5 (2024-11, the last
stable before the mDNS-heavy attach rewrite). host + Android legs
stay on channel: stable so we still exercise current Flutter
through the Dart-side FFI surface.

Can revisit once upstream has a fix.
