monitor-fsm: add run-loop.sh wrapper

Loops `npm run run-once` on a configurable cadence (default 30 min,
override with --interval SECONDS / -i SECONDS). Interval is measured
start-to-start so a long iteration doesn't cause cycles to queue up.

At the end of every iteration, re-checks `gh pr checks` on every open
PR authored by @me. If any real check is red (netlify "skipping"
pseudo-checks filtered out), the sleep is skipped and the next
iteration starts immediately — the monitor should keep trying to fix
red CI rather than idling for 30 minutes while tests are broken.

Ctrl+C exits via SIGINT trap (sleep is interruptible). Non-zero exits
from the driver are logged and the loop continues — transient failures
shouldn't kill an overnight run.
