fix(ci): add Gradle Plugin Portal to Android builds to fix Maven Central 403

Maven Central was returning 403 Forbidden for org.jetbrains.kotlin:kotlin-gradle-plugin:2.1.0
(required by @capacitor-community/stripe 7.x) from certain CircleCI executor IPs.

Three-layer fix:
1. android/settings.gradle: pluginManagement block with gradlePluginPortal() first - covers
   plugins{} block resolution for all projects
2. android/build.gradle: gradlePluginPortal() in buildscript.repositories and allprojects.repositories
3. Orb 1.1.204: Gradle init script (init.d/plugin-portal.gradle) adds plugin portal to ALL
   project buildscript repositories including capacitor-community subprojects; also adds
   Gradle dependency caching to both build-android-debug and build-android-dev to avoid
   repeated Maven Central downloads.
