Polish header: diagonal gradient, centered gear button, text shadow

  - Gradient direction changed from horizontal to diagonal (top-left to bottom-right)
  - Settings button centered via flexbox with padding-bottom glyph nudge
  - Text shadow applied to full header banner via inheritance; buttons opted
    in explicitly with text-shadow: inherit to override UA stylesheet default
  - Also includes PyCharm CSS reformatting (whitespace only, no logic changes)
