Add gateway modem version banner (#794)

* Add gateway modem version banner

Render Sonde Gateway v<semver> on the gateway side and send it to the modem OLED whenever the modem transport becomes ready, including reconnect and warm reboot recovery paths.

Keep the modem display path framebuffer-only by adding a gateway banner renderer and DISPLAY_FRAME transport helper, and treat modem EVENT_ERROR display faults as recoverable warnings.

Update the gateway requirements, design, and validation specs and add transport-level coverage for banner emission and non-fatal display errors.
