* fix(ci): repair gateway container startup and smoke test

Update the gateway container defaults so the image starts with the documented serial port and env key provider, matching the intended container runtime model.

Relax the static-linkage smoke test to accept the arm64 musl ldd wording observed on real hardware, where ldd reports 'Not a valid dynamic program' instead of 'not a dynamic executable'.

Also update the gateway container design doc to match the corrected runtime defaults.

Update the gateway requirements and validation docs so GW-1802 matches the corrected container defaults in the replacement PR.

The review feedback is substantive: the design doc changed the default CMD, but the requirements and validation docs still described the old behavior.

* test(ci): assert gateway container runtime defaults

Add a smoke test that checks the gateway container ENTRYPOINT and CMD so CI catches regressions in the default startup configuration.

This addresses the remaining substantive PR feedback on #791.
