fix(modem): default ESP32-S3 image to 8MB flash (#792)

Use an 8 MB flash-size header for the ESP32-S3 modem firmware so the merged image boots on both 8 MB and 16 MB boards while the current partition layout remains within the first 8 MB.

Also update the CI fallback and modem design doc to keep the build pipeline and spec text aligned with the new default.
