jae/fix t1 24 idle poll (#14)

* fix(update): don't treat first-poll idle state as OTA completion (T1-24)

The firmware's ota_worker_task runs asynchronously after POST /api/ota/update
returns, so the first /api/ota/status poll commonly races and reports
state=idle, progress=0 before the worker has transitioned to downloading.
The update loop treated that as "already done" and exited success without
actually performing the update.

Gate the idle-is-done branch on having observed at least one non-idle
status during the current run.

Closes T1-24.
